Estonia approved a law, stating that all construction sites must use controlled access and registration systems to battle against envelope paid labor for tax evasion. For this a unified Personal Work permit was needed for workers in the construction sector – every worker, be it concrete, cleaning, construction, access control must have a Tax Agency issued work permit issued which is used in construction access control and registration systems.

Hansab Group provides a service to the Tax and Customs Board to issue cards i.e work permits to construction workers. The document ordering works through a newly developed software application through https://helk.hansab.ee/ website which is accessibly by appointed personnel. Hansab IT Solutions developed the ordering portal, backend information system and data integration via x-road for Hansab Group to be able to provide the necessary service securely and efficiently. To further simply goods handover, the permits can be ordered to a Cleveron parcel kiosk which was integrated to the service.
